He is a Human-type Earthling, and a recurring character throughout the Dragon Ball series. He has hosted every Tenka-Ichi Budōkai in the original manga since Son Gokū was a boy, and thus is one of the few normal Humans to have an ongoing history with the Dragon Team, as well as one of the few to not only be aware of their abilities but fully know Mr. Satan is a fraud. In audition to commentary, he acts as a referee, announcing the victor of Tenkaichi Budōkai matches outside the preliminary rounds.
