The Perfection Body: Power Emphasis Form is a transformation unique to Cell. Similar to the Super Saiyan Third Grade in every aspect, it is a forced increase to the power output of the original Developed Form.
Appearance[]
In this state, Cell retains the same appearance as he does in his standard Developed Form. However, by contrast, the muscles inflate tremendously, giving Cell the appearance of a bodybuilder. The ki aura that surrounds Cell also becomes far more active and violent.

The form bears the same identical traits to the Super Saiyan Third Grade. In this state, it buffs up Cell's appearance tremendously, and his combat strength skyrockets. However, the form has the Third Grade's same immense drawbacks; due to the increase muscle mass, this form severely drops the user's speed, making it difficult to catch an opponent. Cell openly used the form to mock Trunks' decision to use his own variation, calling it a form that only gives the user "brute strength", and that anyone could perform it with ease.[1][2] When Cell used it against Super Saiyan 2 Son Gohan, he was unable to even touch the boy, despite powering up tremendously, proving its flaws.[3]

In the Dragon Ball Z Budokai, the Perfection Body: Power Emphasis Form, appears under the name Perfect Form (Power-Weighted). Cell can also utilize this form While it doesn't appear in Dragon Ball XenoVerse the series, a Z-Soul and Super Soul do appear in the series, under the name A power-based transformation.... In Dragon Ball Heroes, Cell can take on this form again.

- The Daizenshū gives mention to this form as a footnote beneath the Super Saiyan Third Grade, but it is not named.[Note 1] The form would receive its name in the Dragon Ball Z: Dokkan Battle video game.
