The Developed Form, also known as Perfect Cell (完全セル, Kanzen Seru),[5] is the final stage of Cell's evolution as well as his final transformation.

Appearance & Personality

In his Developed Form, Cell obtains his most humanoid appearance of all, similar to Freeza in his true form. Retaining the similar aspects from his previous two forms, Cell's insectoid appearance does remain. Unlike his Second Form, Cell's facial appearance becomes almost human, gaining a nose, thinner lips, as well as purple markings down the side of his face. His eyes changed from light blue they had in his Second Form, becoming red (pink in the anime). The green exoskeleton retains its color, though the green has lightened, and the spots change from dark black to dark green. The armor on his arms has changed, and moved to his legs, chest, and shoulder area. In addition, his feet are now yellow. 

Attributes

Having absorbed both No. 17 and No. 18, his tail lost its function and receded to a small form behind his back.

Trivia

  • The kanji for "kanzen" (完全) can be translated as either "perfection" or "completeness". "Tai" (体), in the meantime, translates to "body". The English translation, given by Shueisha, in Daizenshū 4 translates the full "kanzentai" (完全体) as "Developed Form".
